On September 27th 1939 the so-called Service For The Victory of Poland was created on the order of the ertswhile supreme Polish armed forces commander. It initiated the only underground state structure in wartime occupied Europe.
Poland attacked by two military powers faced annihilation. Experience from the first two weeks of policy pursued by the Germans and then after the Red Army onslaught clearly showed this would be a merciless process of destroying the entire Polish nation and its state. A legal continuity had been created between the interwar Second Polish Republic and Poland under Nazi occupation. The Polish Underground State performed almost all functions assigned to a sovereign state in times of peace.
