Report on Nangar Khel killings among Wikileaks

27.07.2010

The Wikileaks publication of 90,000 US military reports includes a file documenting an initial investigation into the killing of eight civilians by Polish troops, August 2007, at Nangar Khel, for which seven soldiers are still standing trial on war crimes charges.

Headed under "Any incident that may cause negative media” the report documents the events leading up to how Polish troops fired five mortars into a wedding party in the small village of Nangar Khel, Paktika province, after coming under attack from an IED improvised explosive device.

It is alleged the soldiers opened fire in revenge.

The report says one of the victims was nine months pregnant. One was a baby.

Meanwhile, Poland’s foreign minister Radoslaw Sikorski has criticized the release of the 90,000 reports, saying the leak should be condemned.

"Because when soldiers risk their lives, the execution of their tasks and security take precedence over the freedom to publish anything. So it seems to me that this leak is a bad thing,” Sikorski said.

Blue-green

Under category BLUE-GREEN (friendly military fire on civilians), dated August 16, the report says:

“These are the facts as I know them. All of this is subject to change.

"The morning of the incident, around 1030L, the RCP [Polish troop unit] hit an IED near the village. A patrol from C Coy responded and hit a second IED. They identified 4x ACM [insurgents] responsible for the IEDs and captured two and the two others escaped. They collected a lot of SIGINT[electronic intelligence] indicating that the individuals were still around. They were searching for the remaining individuals when around 1600L, 4x ACM were seen moving vicinity of the village. It is not clear if they were hiding in the village or just passing through. There was only one section of two vehicles involved in the TIC [troops in contact]. They fired their 12.7mm MG at the individuals, but the weapon jammed. The ACM then returned fire.”

The report then goes on to say:

“They [Polish troops] then emplaced [sic] their mortars. They fired a total of 26 rounds according to one report. They fired over and then short and then three rounds impacted within a compound. One impacted on the roof of the house, one impacted in the court yard, and the last went through the roof and detonated within the house. There was a wedding celebration going on in the house, which explains the high number of casualties. As soon as the PBG [Polish] soldiers saw where the rounds impacted, they moved immediately to the compound to provide assistance. The 4x ACM escaped.”

The report lists casualties as being: “6x KIA (1x male, 4 female, one baby)
3x WIA (all female, one of which was 9 months pregnant)."

Ït then notes that because guests who had gathered for the wedding party had come from a wide area, news would spread fast throughout the region of the deaths.

“All of the casualties were from the Jalal Zaid Tribe, but not all were from the village, because some were from out of town for the wedding. This will spread the negative effect to a larger area then [sic] it would of otherwise. Today, there were 120 locals rioting at the gate of FOB Waza Khwa protesting the deaths.”

The writer of the report then adds that all details cannot be gathered as yet about the incident as the prosecutor has denied access to the soldiers involved.

Though a graphic insight into the initial investigations into the killings, commentators are saying in Poland that no new information is included in the report and will not at to the evidence at the seven soldiers trial, which has yet to reach conclusion. (pg)
