In the evaluation of the European Commission, Poland has climbed to the first place as far as spending of EU structural funds from the 2007-2013 budget is concerned, announced Prime Minister Donald Tusk. This means we are well-prepared to spend EU money, he explained.

According to the Regional Development Ministry, since the launch of EU programs for the years 2007 to 2013, deals have been signed on subsidies amounting to 76.2 billion Polish zloty, of which the EU is to cover 54.7 billion. This is approximately 20% of the money earmarked by the European Union for this period. The money will have to be spent by the end of 2015.
Jerzy Kwiecinski of the European Center for Enterprise says this is a noticeable change compared to previous years. Jan Filip Stanilko of Jan Sobieski Institute is not so much impressed by this result. He says it is thanks to greater economic crisis in other countries in the ranking. Besides, there is a difference between actual payments and deals on subsidies. The greatest number of applications for EU structural funds were in the 'human capital' category. Many of them are not economically viable projects, says Stanilko. There is one success, however, and that is subsidies for road infrastructure, which sadly cannot be said about railways, the expert concludes.
