The PM presented a system of two rules, or principles, of managing the budget deficit and public finances which could be flexibly adapted to current economic realities. However, belt tightning in public expenditures would be the rule in the coming few years, he warned. Mr. Tusk also enumerated streamlining the pension system and accelerating privatization among other priorities.
